Full-Time Climate Change Project Manager, 18-month Contract
The First Nations Leadership Council (FNLC), a collaborative working partnership between the political executives of the BC Assembly of First Nations, First Nations Summit, and Union of BC Indian Chiefs), is seeking a full-time Project Manager for an 18-month contract to work collectively with the FNLC organizations and lead the implementation of the First Nations Climate Strategy and Action Plan (FNCSAP). The successful candidate will demonstrate experience working to advance Indigenous title and rights and First Nations-led climate action, while managing dynamic projects, in parallel with other initiatives. This is an excellent opportunity to be part of a leading, member-driven Indigenous political advocacy organization. The position will work closely with the FNLC Climate Team and report to the UBCIC Policy Director.
Key Job Functions include:
- Plan, oversee and coordinate the implementation of the First Nations Climate Strategy and Action Plan.
- Deliver information and engagement activities with representatives of First Nations Title and Rights holders from across British Columbia.
- Liaise with relevant partners on climate change initiatives and connect the implementation of FNCSAP with other processes (FNLC partners, crown governments, First Nations Rights and Title Holders and organizations, climate change networks, contractors, etc.).
- Draft and edit proposals, scope of work documents, and request for proposals documents.
- Prepare progress and summary reports, implementation plans and work plans, including recommendations for implementing each pathway of the FNCSAP and enhancing First Nations climate change capacity.
Specific responsibilities include, but are not limited to:
- Lead the collaboration with the FNLC climate policy team on projects related to the FNCSAP.
- Establish administrative processes to support implementation of FNCSAP (e.g. shared files, project oversight process, project milestone tracking, communication process).
- Update the ‘climate implementation plan’ as required. Includes prioritization of projects, writing proposals/project descriptions, identification of funding, etc.
- Conduct background research on projects and policies related to climate change to support project development and implementation.
- Draft project descriptions/proposals and lead project resourcing activities.
- Review and analyse engagement data related to First Nations participation in provincial and federal climate policymaking.
- Engage with First Nations communities and leadership, as well as First Nations organizations.
- Prepare outreach communications and presentations in relation to the implementation of the FNCSAP.
- Host individual meetings upon request from FNLC executives, First Nations leadership, First Nations organizations, academic and technical experts, and others as needed.
- Coordinate and participate in project updates, remote meetings, and presentations as required.
- Prepare briefing notes and progress reports for distribution to First Nations, the FNLC and submission to the Province of BC.
- Provide feedback to project partners on their work for the FNCSAP.
- Travel as required. Travel costs are compensated separately from this Contract subject to FNLC’s approved travel rates.
Qualifications:
- Strong understanding of First Nations historical, political, and legal issues in British Columbia.
- Knowledge of First Nations climate action, climate mitigation and adaptation, and climate policy.
- Excellent project management skills and experience managing multiple and competing priorities and producing results within specified timelines.
- Experience managing multifaceted projects.
- Experience working with contractors and keeping projects on track.
- Strong organizational skills, excellent written and oral communication skills.
- Experience working with legislation, regulation, and policy, preferably within a First Nations provincial/territorial organization or First Nation administration.
- Familiarity with OCAP® principles is considered an asset.
- Excellent research, writing, and editing skills, including the ability to write clearly and persuasively.
- Flexible schedule, may include evenings and weekends;
